Three buckets, and it changes what you can buy
This is the first thing to establish on any multi-state account, because it determines whether the conversation is about premium, administration, or neither.
10
Insured or self-funded
Both private plan routes are approved. You choose whether to transfer claim risk or retain it.
2
Self-funded only
The state does not approve insured private plans, so a private plan means you retain the benefit obligation.
2
State fund only
No private plan option exists. Employees stay on the state program and contributions go to the state.
